标准化在基层社会治理中的效能研究——以四川省乡镇(街道)标准化规范化便利化提升为例

Research on the Effectiveness of Standardization in Grassroots Social Governance——Taking the Standardization,Normalization and Facilitation Improvement of Towns (Streets) in Sichuan Province as an Example

标准具有可量化、可复制和可推广等特性,标准化可以促进基本公共服务均等化、普惠化、便捷化,在基层社会治理过程中具有重要作用。本文通过结合四川省乡镇(街道)便民服务中心标准化、规范化、便利化建设,制定和实施标准,规范了公共权力行为,提高了公共服务能力,进一步转变基层政府治理方式和服务方式,提高了基层社会治理效能,为推动建设服务型政府提供有效手段,此外分析了基层社会标准化推广过程中存在的问题并提出了初步的应对举措。

Standards have the characteristics of being quantifi able, replicable, and generalizable. Standardization can promote the equalization, universalization, and convenience of basic public services, and plays an important role in the process of grassroots social governance. By combining the standardization, normalization and facilitation construction of township(street) convenience service centers in Sichuan province, this paper regulates the behavior of public power,improves public service capabilities, further transforms the governance and service methods of grassroots government and improves the effectiveness of social governance by developing and implementing standards. It provides effective means for promoting the construction of a service-oriented government. This paper also analyzes the existing problems in the process of social standardization promotion at the grassroots level and puts forward preliminary countermeasures.
