摘要
基于SPIO(结构-过程-输入-结果)模型,从科技创新管理体系的结构、过程、输入、结果四个维度入手,系统分析科技创新体系存在问题,并提出一系列改进优化建议,为我国科技计划管理工作者和相关研究人员提供新的思路。
Based on the SPIO model,this study systematically analyzes the existing problems of the scientific and technological innovation management system from the four dimensions of structure,process,input and outcome,and puts forward a series of suggestions for improvement and optimization,which provides basic ideas for Chinese scientific research management decision-making departments and related scholars to carry out theoretical research and practical exploration.
