摘要
鉴于当前常用的大科学装置运行评价指标体系在逻辑性、贴合性及全面性上存在一定的不足,为充分发挥装置运行评价在装置管理决策方面的参考性,引入软系统方法对大科学装置运行评价指标的构建进行指导。在充分采纳装置相关方意见的基础上,构建出涵盖装置“投入—转化—产出”全过程的评价指标体系,并以同步辐射光源为例展开实证研究,依次构建光源的根定义及概念模型,进而形成涉及六大维度的111项具体指标,并对庞大指标体系的筛选方式进行初步探索。研究结果显示,基于该方法构建的装置运行评价指标体系可明确指标间逻辑关系,更具系统性、灵活性和指导性。
In view of the deficiencies in the logic,appropriateness and comprehensiveness of the current evaluation index system for the operation of large-scale scientific facilities.In order to give full play to the reference of facility operation evaluation in facility management decision,the soft system approach is introduced to guide the construction of evaluation indexes for the operation of large-scale scientific facilities.Based on the opinions of the relevant parties of the facilities,an evaluation index system covering the whole process of"input-transformation-output"of the installation is constructed.And take the synchrotron radiation light source as an example to carry out empirical research,the root definition and conceptual model of the light source are constructed in turn,and then form 111 specific indicators involving six dimensions.And a preliminary exploration of the screening method of the huge index system is conducted.The research results show that the facility operation evaluation index system constructed based on this method can clarify the logical relationship between the indicators,and is more systematic,flexible and instructive.
