官僚制在推动人类社会发展进程中的功绩不可抹灭。虽饱受抨击,但尚未出现官僚制的完全替代品。中国现代官僚制是历史演化过程中中国古代官僚制与韦伯理性官僚制的复合物,其在政府治理中同时呈现出了适应性与不适应性两种特性。在以高度复杂性和不确定性著称的数字化、智能化的时代,中国现代官僚制迫切需要敏捷治理这一新力量的注入,以弥补其弊端,发挥敏捷治理与官僚制的治理效能,实现政府治理现代化。

The achievements of bureaucracy in promoting the development of human society cannot be erased.Despite criticism,there is no complete substitute for bureaucracy.Chinese modern bureaucratic system is a complex of Chinese ancient bureaucratic system and Weber rational bureaucratic system in the process of historical evolution.It presents two characteristics of adaptability and non-adaptability in government governance at the same time.In the digital and intelligent era known for its high complexity and uncertainty,China's modern bureaucracy urgently needs the injection of the new force of agile governance to make up for its disadvantages,give full play to the governance efficiency of agile governance and bureaucracy,and realize the modernization of government governance.
