放管服背景下提升高校财务管理效能的思考

2017年,我国正式颁布并落实《关于深化高等教育领域简政放权放管结合优化改革服务的若干意见》,其主要目标在于打破传统高等教育在改革发展过程中存在的体制限制,为各地方高校赋予更多的权力,帮助高校管理松绑,解除烦苛,让高校具备更多的办学自主权,激起高等教育工作在教学活动和科研活动上的积极性和主观能动性,培育出更加符合我国社会主义现代化建设的创新创造型人才,改善我国高等教育在国际中的竞争优势。基于放管服持续深化的教育背景下,高校的财务管理工作作为重点工作内容之一,也需要积极的迎合新形势,满足新要求,通过科学合理的管理措施,承担放管服的若干改革事项,为高校实现稳定的可持续发展提供强有力的财务管理基础,优化财务管理效能。

In 2017,China officially promulgated and implemented several opinions on deepening the simplification of administration,decentralization and decentralization in the field of higher education in combination with optimizing reform services.Its main goal is to break the institutional constraints of traditional higher education in the process of reform and development,endow local colleges and universities with more power,help loosen the management of colleges and universities,lift the burden,give colleges and universities more autonomy in running schools,arouse the enthusiasm and subjective initiative of higher education in teaching and scientific research activities,cultivate innovative and creative talents more in line with China's socialist modernization,and improve the competitive advantage of China's higher education in the world.Based on the educational background of the continuous deepening of the release of management services,as one of the key work contents,the financial management of colleges and universities also needs to actively meet the new situation and meet the new requirements,undertake some reform matters of the release of management services through scientific and reasonable management measures,thereby providing a strong financial management foundation for the stable and sustainable development of colleges and universities and optimizing the efficiency of financial management.
