摘要
长江经济带作为中国经济实力最强、发展潜力最大的区域之一,是引领区域经济发展的重要增长极。荆州作为长江经济带中游重要节点城市,其制造业为主的产业结构在有力推动区域经济发展的同时,也成为当地环境污染和能源消耗的主要来源之一。以荆州经济技术开发区为对象,首先基于CO_(2)和4种主要污染物(COD、氨氮、SO_(2)、氮氧化物)排放量,定量分析工业园区(简称园区)近年来经济发展绩效及相应的资源环境压力,筛选出园区内基于2位数字代码分类的10类重点排放行业;其次以2019年为基准年,2025年为目标年,建立资源能源环境要素约束下园区产业结构优化调整模型,揭示基准情景、工业结构调整情景、清洁生产情景和可持续发展情景下,园区重点排放行业的发展绩效、主要污染物和CO_(2)排放量,探索开发区经济发展与CO_(2)、主要污染物协同脱钩的绿色发展路径;最后,提出园区重点排放行业综合运用清洁生产技术升级、产业结构优化调整等策略推动绿色发展转型的对策建议。
The Yangtze River Economic Belt,as one of the most developed and promising areas in China,has been a key engine of driving regional economic development.Jingzhou is a vital node in the middle reaches of the Yangtze River Economic Belt.The city is featured by intensive manufacturing industries,which greatly contributes to regional economic growth,but also poses environmental pollution and energy consumption pressure to local area.Jingzhou Economic and Technological Development Zone(ETDZ)was taken as a case study.Firstly,the economic-environmental performance and resource-environment pressure of the industrial park(park for short)based on four regular pollutants(COD,ammonia nitrogen,SO_(2) and oxynitride)and CO_(2) emissions in recent years were quantitatively analyzed,and then ten two-digit level heavy-pollution industries were screened out.Secondly,a industrial structure optimization model was developed to uncover development performance,major pollutants and CO_(2) emissions of heavy-pollution industries in the park,under the constraints of resource,energy and environmental factors,with 2019 as the base year and 2025 as the target year.Four scenarios for green transformation were proposed,including base scenario,industrial structure optimization scenario,cleaner production scenario and sustainable development scenario,while the green development strategies to decouple economic development with major pollutants and CO_(2) revealed.As a result,policy implications to facilitate the green transformation of parks from the perspective of implementing clean technology and industrial structure optimization simultaneously within the ten heavy-pollution industries were advocated.
