摘要 基于北江流域“22·6”特大暴雨洪水过程实况分析,梳理变化环境对流域洪涝灾害的影响。鉴于变化环境下流域洪涝灾害极端性和复杂性显著增加,人类将与洪涝灾害风险长期共存。流域防洪治理应按照灾害风险集成管理理念,由追求工程“抗性”向提升“韧性”转变,在有效提升防洪基础设施抵御能力的同时,注重降低承灾体脆弱性并增强工程对灾害的适应和恢复能力。结合北江流域“22·6”特大洪水应对,论述提升流域防洪韧性主要对策。 Based on an analysis of the actual process of the“June 2022”rainstorm and flood in the Beijiang River Basin,a systematic review was made on the impact of changing environment on the flood.Due to the extremeness and complexity of floods in the changing environment,a long-term coexistence between human beings and floods shall emerge.The concept of integrated management of disaster risks should be followed by changing from pursuing a project“resistance”approach to building“resilience”.More attention needs to be paid to the capacity of structures to prevent floods and the ability to recover and adapt to the flood,so as to alleviate the vulnerability of disaster-bearing and build the resilience of flood control infrastructure.Measures are proposed to build resilience in response to the“June 2022”catastrophic flood in the Beijiang River Basin.
