摘要
针对洪涝灾害多发且防洪工程体系相对薄弱的中小流域,从“四个链条”入手提出洪水全过程管控策略和关键技术,实现不同来源和组成的洪水造成的灾损动态评估与洪水实时调度决策之间的动态响应,并应用于珠江“22·6”特大洪水期间贺江大洪水防御。实践表明,研究提出的中小流域洪水全过程精准管控策略和技术,有助于提高防洪能力薄弱的中小流域防洪保障能力,最大限度减小洪水灾害带来的损失。
In regards to small and medium-sized basins with frequent floods and relatively weak flood control engineering systems,it proposes to adopt whole-process flood control and management strategies and key technologies based on“four chains”,to achieve dynamic response between dynamic assessment of losses caused by flood disasters of various kinds and decision for real-time flood regulation.After the implementation of the measure and technology in flood defense of the Hejiang River during the“June 2022”catastrophic flood in the Pearl River Basin,it is found that the measures and technologies of whole-process precise flood control in small and medium-sized basins shall enhance the capacity of flood control and minimize the loss caused by flood disasters.
