文旅融合背景下乡村文化资源的开发利用

The Development and Utilization of Rural Cultural Resources under the Background of Integration of Culture and Tourism

依托乡土特色物质资源与文化资源,挖掘资源中的经济及文化价值,促进乡村文化和旅游产业的创新发展,是培育乡村发展新动能的重要抓手。近年来,乡村文化资源的开发存在着行业规范不完善、缺乏保护和传承机制、项目规划不合理以及产品同质化和低端化等问题。乡村文化资源开发过程中暴露出的诸多现实治理困境,反映出相应法律体系有待进一步完善。乡村文化资源的开发既需要法律来明确各个主体的权利义务,也需要法律对文旅融合机制的改革和设计进行保障,使得相关政策规划的实施有法可依和于法有据。

Relying on local characteristic material and cultural resources,excavating the economic and cultural values,and promoting the innovative development of rural culture and tourism industries,are important starting points for cultivating new momentum for rural development.In recent years,the development of rural cultural resources has some problems such as imperfect industry norms,lack of protection and inheritance mechanisms,unreasonable project planning leading to ecological environment damage,and homogenization and low-end products.The process of developing rural cultural resources has exposed many practical governance dilemmas,reflecting that the corresponding legal system needs to be further improved.This paper takes the practical problems facing the development of rural tourism resources under the background of cultural tourism integration as the starting point,and proposes a realistic and feasible solution path from the perspective of legal protection,so as to promote the legal development process of rural cultural tourism industry and promote the high-quality development of rural economy and culture.
