摘要
运用文献资料和逻辑分析等方法,对新发展阶段体育产业发展的本质特征、现实困境和推进路径等进行系统分析与研究。新发展阶段体育产业发展存在政府主导泛化,协同机制缺位;政策体系不足,监管机制低效;人才结构失衡,人力资源羸弱;技术应用滞后,数字转型薄弱;市场机制缺乏,资源配置低效;消费水平较低,消费观念不强等困境。基于此,提出厚植顶层设计,构建协同机制;健全政策体系,强化科学监管;加强人才培养,创新跨界机制;加强技术革新,激发数字赋能;深化简政放权,激发市场活力及释放消费需求,拓展消费载体等推进路径。
Using the research methods of literature review and logical analysis,this paper studies the essential characteristics,practical dilemma and promotion path of the development of sports industry in the new development stage.The research shows that there are still the following difficulties in the development of sports industry in the new development stage:government led generalization and lack of coordination mechanism,inadequate policy system and inefficient supervision mechanism,unbalanced talent structure and weak human resources,hysteretic technology application and weak digital transformation;lack of market mechanism and inefficient resource allocation;the low consumption level and weak consumption concept.Based on this,the promotion path is put forward;thick planting top-level design and building coordination mechanism,improving the policy system and strengthening scientific supervision,strengthening personnel training and innovating cross-border mechanism,strengthening technological innovation and stimulating digital empowerment,deepening the simplification of administration and decentralization and stimulating the vitality of the market,releasing consumer demand and expanding consumer carriers.
