广东省科研信用管理体系建设现状、问题及对策建议

Current Situation,Problems and Countermeasures of the Construction of Scientific Research Credit Management System in Guangdong Province

针对关于省级科研信用管理能力提高策略的系统性研究较少的现状,梳理广东省科研信用管理实践主要做法,围绕科研信用管理的制度建设、工作机制、平台建设、宣传、共享与应用等关键问题,结合科研项目全过程中存在科研诚信的风险点展开探讨。研究表明:广东省科研信用管理体系建设取得明显成效,但仍存在政策体系不够完善、风险点监管未实现全覆盖、信息系统功能较为单一、科研伦理审查机制不够健全等问题。对此,提出完善省级科研诚信信息管理办法、建立广东省科研诚信信息目录、加强全过程监督管理、构建全维度科研信用信息系统、推动科技伦理管理体制建设等对策建议,为广东省科研信用管理体系创新发展提供思路参考。

In view of the fact that there is little systematic research on the strategy of improving the ability of scientific research credit management at the provincial level,this paper sorts out the main practices of scientific research credit management practice in Guangdong province.It focuses on the key issues of scientific research credit management,such as system construction,working mechanism,platform construction,publicity,sharing and application,and discusses the risk points of scientific research integrity in the whole process of scientific research projects.The research shows that the construction of scientific research credit management system in Guangdong has achieved remarkable results,but there are still some problems,such as imperfect policy system,incomplete coverage of risk point supervision,single function of information system,and imperfect system and mechanism of scientific research ethics review.Aiming at these problems,the paper puts forward some countermeasures and suggestions,such as perfecting the provincial scientific research integrity information management method,establishing Guangdong scientific research integrity information catalogue,strengthening the whole process supervision and management,building a full-scale scientific research credit information system,and promoting the construction of scientific and technological ethics management system,in order to provide ideas and references for the innovation of Guangdong scientific research credit management system.
