基于专利数据的我国“十四五”时期医药制造业发展研究

Research on Development of China’s Pharmaceutical Manufacturing Industry During the 14th Five-Year Plan Period Based on Patent Data

医药制造业作为我国“十四五”时期中央和地方政府联动助推的重点产业,并在我国药品专利期限补偿制度正式落地实施的加持之下,将迎来新的发展契机。纵观欧美及日本,无论在医药制造业的发展起步、专利法立法及专利期限补偿制度的建立方面均早于我国,迫使我国医药制造业在创新高度、专利战略、市场竞争等方面均作为追赶者处于被动地位。对此,本文基于专利数据可视化对我国医药制造业发展态势进行分析,并从创新趋势、产业结构、专利布局等维度对标全球及发达国家,通过SWOT分析法揭示当前我国医药制造业国际背景及内部格局,结合内外部因素探讨我国医药制造业发展战略。最后,本文结合“十四五”时期政策背景及我国产业特点,从宏观角度提出总体发展启示,为我国医药制造业早日实现“十四五”时期的发展目标提供参考。

As a key industry joint promoted by the central and local governments during the 14th Five-Year Plan period,and with the implementation of China’s pharmaceutical patent term compensation system,China’s pharmaceutical manufacturing industry will encounter a new development opportunity.The aspects of development,patent law legislation and the establishment of patent term compensation system of pharmaceutical manufacturing industry in Europe,America and Japan are earlier than China,forcing China’s pharmaceutical manufacturing industry to be in a passive position as a follower in innovation height,patent strategy and market competition.Therefore,this paper analyzes the development trends of China’s pharmaceutical manufacturing industry based on patent data visualization,benchmarking the global and developed countries from the dimensions of innovation trend,industrial structure and patent layout,and reveals the current international background and inside situation of China’s pharmaceutical manufacturing industry by SWOT analysis,discussion on the development strategy of China’s pharmaceutical manufacturing industry based on internal and external factors.Finally,this paper combines the policy background of the 14th Five-Year Plan period and the industry characteristics of China,put forward general development enlightenment on macro dimension,so as to provide a reference to realize the 14th Five-Year Plan development goal earlier for China’s pharmaceutical manufacturing industry.
