党的二十大报告要求“坚持严管和厚爱相结合,加强对干部全方位管理和经常性监督,落实‘三个区分开来’,激励干部敢于担当、积极作为”。容错纠错机制是落实“三个区分开来”的重要制度安排。“错误”是突破现行制度规则的改革创新行为,该行为的利益动机包括公共利益、共同利益和个人利益,并要视情况承担相应的政治责任、法律责任和工作责任。容错纠错机制依靠组织权威、民主权威对突破制度权威的改革创新行为进行评估并容错纠错。在以中国式现代化实现中华民族伟大复兴新征程中,要准确把握容与不容的界限,完善容错纠错程序,正确处理容错纠错问责之间的关系,不断完善容错纠错机制,促进干部在新时代新征程中展现新担当新作为。

They must bear corresponding political, legal and work responsibilities as appropriate. The fault-tolerant & error-correction mechanism relies on organizational authority and democratic authority to evaluate the reform and innovation behavior that breaks through the authority of the system and tolerate and correct errors. In the new journey of realizing the great rejuvenation of the Chinese nation with Chinese-style modernization, it is necessary to accurately grasp the boundary between tolerance and incompatibility, improve the procedures for fault-tolerant & error-correction mechanism, correctly handle the relationship among fault tolerance, error correction and accountability, constantly improve the fault-tolerant & error-correction mechanism, and promote cadres to show new responsibilities and new deeds in the new era and new journey.
