新发展理念是习近平新时代中国特色社会主义思想的核心内容,是马克思主义发展观的最新理论成果。理论层面,新发展理念从政治导向、价值引领、系统推进、问题导向等维度为提升组织力提供理论遵循;现实层面,基层党建存在政治功能淡化、队伍建设软化、管理制度虚化、组织效能弱化等问题。高职院校必须贯彻落实新发展理念,以提升组织力为重点,突出政治功能,以创新发展增强组织效能,协调发展激发组织内生动力,开放发展优化组织资源配置,共享发展提升队伍政治素养,绿色发展培育组织文化,构建上下协同、内外联动工作机制,以高质量党建促进职业教育高质量发展。
