西宁市智慧社区居家养老服务现状研究及对策建议

Research on the Current Situation and Countermeasures of Home-based Elderly Care Services in Smart Communities in Xining City

社区居家养老服务因其现实可行性强、成本节约性高和老人可接受性强的“两强一高”优势,日益成为解决我国养老服务问题的有效途径和主流选择。当前传统社区居家养老模式难以满足老年人对高质量养老服务的内在需求,而国家政策的出台、智慧社区的兴起为养老服务发展提供了新机遇。西宁市作为西部地区获批全国居家和社区养老服务改革试点的省会城市,其改革经验可为青海其他城市及西部地区养老服务发展提供借鉴。为此,通过对西宁市智慧社区居家养老服务发展现状的阐述与分析,提出相应的对策建议,以促进西宁市智慧社区居家养老服务的持续健康发展。

Community home-based elderly care services have increasingly become an effective way and mainstream choice to solve the problems of elderly care services in my country due to the advantages of "two strong and one high" with strong practical feasibility, high cost saving and strong acceptability for the elderly. The current traditional community home-based care model is difficult to meet the internal needs of the elderly for high-quality elderly care services, while the introduction of national policies and the rise of smart communities have provided new opportunities for the development of elderly care services. Xining City, as the provincial capital city in the western region that has been approved as a pilot program for the reform of national home and community-based elderly care services, its reform experience can provide reference for the development of elderly care services in other cities in Qinghai and the western region. For this reason, through the elaboration and analysis of the development status of home-based elderly care services in Xining smart communities, the corresponding countermeasures and suggestions are put forward to promote the sustainable and healthy development of home-based elderly care services in smart communities in Xining City.
