印度对全球经济治理的认知及政策取向

India’s Perception and Policy Preferences of Global Economic Governance

印度认为,由西方国家主导的全球经济治理体系机制僵化,深陷失灵困境,导致稳定全球经济发展、实现合作共赢的治理目标无法实现,而新兴全球经济治理主体虽然力量弱小、运行低效和治理缺位,但这些问题正在逐步改善。因此,印度选择为全球经济治理价值取向提供“印度构想”,为完善全球经济治理体系提供“印度方案”,为全球经济治理实践提供“印度经验”,从而推动全球经济治理体系朝着更加有利于印度国家利益的方向发展。未来印度将在全球经济治理体系中扮演重要角色并引导整个体系向好发展。然而,囿于自身实力和复杂政治关系,印度推进变革受到明显制约。中印在推进全球经济治理体系改革中存在共同利益,但具体合作必然存在摩擦,中国可引导印度共同维护发展中国家在全球经济治理中的利益诉求。

India believes that the global economic governance system dominated by Western countries has rigid mechanisms and is mired in dysfunction,which makes it impossible to achieve the governance goals of stabilizing global economic development and achieving win-win cooperation.Although the emerging global economic governance players are weak,inefficient and lacking in governance,such status quo is changing.Therefore,India has chosen to provide the“Indian idea”for the value orientation of global economic governance,the“Indian plan”for the improvement of global economic governance system and the“Indian experience”for the practice of global economic governance,so as to promote the development of the global economic governance system in a direction more conducive to India’s national interests.In the future,India will play an important role in the global economic governance system and guide the whole system for better development.But India,given its strength and complex political relationships,has significant constraints on pushing change forward.China and India have common interests in advancing the reform of the global economic governance system,but there are bound to be frictions in specific cooperation.China could guide India to jointly safeguard the interests of developing countries in global economic governance.
