Building a Community of Shared Future for Mankind:A Chinese Approach to Addressing the Global Commons Governance Deficit

当前,全球公域普遍面临“公地悲剧”加重和大国战略竞争加剧的双重困境,全球公域治理赤字凸显。全球公域的治理赤字,从深层次上反映出个体主义价值观、功利主义道德观、权力政治国际观等现行治理理念的滞后性。因此,从根本上解决全球公域的治理赤字需要推动治理理念的创新和变革。构建人类命运共同体理念的提出,为破解全球公域治理赤字提供了中国方案。推动构建人类命运共同体理念在全球公域落地生根,中国需要着力做到:增加有效知识供给,重塑全球公域治理话语体系;加强制度创新,推动构建以国际协调为主的嵌构性制度框架;推进实践创新,探索更加多元有效的治理举措。

At present,the global commons is faced with the double dilemma of aggravating"tragedy of the commons"and intensifying strategic competition among major powers,and thus its governance deficit has become salient.The governance deficit in the global commons refects,at a deeper level,the lagging nature of current governance concepts such as individualistic values,utilitarian moralism,and the power politics international outlook,Therefore,to fundamentally solve the governance deficit in the global commons,we need to promote the innovation and change of governance concepts.The concept of building a community of shared future for mankind has provided a Chinese solution for solving the governance deficit in the global commons.To promote the idea of building a community of shared human future for mankind to take root in the global commons,China needs to make efforts in the following aspects:increase the effective knowledge supply to reshape the discourse system of the global commons governance;strengthen institutional innovation to promote the construction of an embedded institutional framework based on international coordination;promote practical innovation to explore more diversified and effective governance initiatives.
