在宏观的国家和政府层面之下,中微观层面的企业作为合作主体,赋予第三方市场合作鲜明的目的特征、领域特征和效应特征。由于第三方市场合作的效果受制于企业合作动机、企业所在行业属性、企业所在国政治生态、合作方式等诸多影响因素,因此,涉及基础设施建设的第三方市场合作项目难度高,对于希望利用第三方市场合作实现国际化经营的部分企业吸引力有限,企业在第三方市场合作中的国际化风险管控能力也多有不足,这些都构成了当前第三方市场合作的局限性。有鉴于此,第三方市场合作的推进路径包括:合作主体企业通过构建商业网络、结交合作伙伴,为启动合作奠定沟通基础;通过相互提供更多的信息和政策支持,共同打造开放包容的合作平台;通过融资便利化,为推进合作提供资金保障。

Beneath the macro level of the state and government,the medium and micro level of enterprises as the main body of cooperation gives the third-party market cooperation distinctive characteristics of purpose,sector and effect.Since the effect of thirdparty market cooperation is subject to the influence of many factors,such as the motivation of enterprises to cooperate,the attributes of the industry,the political ecology of the country in which they are located,and the way of cooperation,third-party market cooperation projects involving infrastructure construction are difficult and thus have limited attraction to some enterprises that wish to use third-party market cooperation to realize international operation.In addition,the internationalization risk control ability of enterprises in the third-party market cooperation is also mostly inadequate.The above all constitute the limitations in the current third-party market cooperation.In view of this,the ways to promote the third-party market cooperation are as follows:enterprises shall try to build business networks and engage with partners to lay the foundation of communication for initiating cooperation;relevant authorities shall provide more information and policy support to each other to build an open and inclusive cooperation platform and financing shall be facilitated to provide financial guarantee for promoting cooperation.
