在当今全球化背景下,高等教育国际化是必然趋势。进入21世纪以来,为提升高等教育质量和国际竞争力,进而增强自身综合国力,俄罗斯实施了大量战略举措,取得了良好效果。近来,由于俄精英层意识形态变化以及受地缘政治因素影响,俄高等教育国际化战略呈现出新动向。研究俄罗斯高等教育国际化战略进程和最新动向对我国推进高等教育国际化有一定的借鉴意义。本文力求系统地构建新世纪俄罗斯高等教育国际化的战略框架,梳理主要举措的实施成效,分析战略调整的最新动向及其产生的原因。

Under the background of globalization,the internationalization of higher education becomes an inevitable trend.Since the beginning of the 21st century,Russia has taken a number of strategic measures to improve the quality and international competitiveness of higher education,as well as its overall national strength.Recently,due to the ideological changes of the Russian elite and the influence of geopolitical factors,the internationalization strategy of Russian higher education starts to take on new trends.The study of the developing process of Russian internationalization strategy of higher education will provide references for promoting the internationalization of Chinese higher education.This article establishes the framework of the strategy in a systematic way and presents achievements of major measures under this framework in the new century.Special attention is placed on analyzing the latest trends of this strategy’s adjustment and causes behind.
