摘要
耕地质量是粮食生产的根基。中国人均耕地少,耕地质量总体不高的基本国情使实施耕地质量保护与提升行动成为中国目前的紧迫任务。文章阐述了欧盟、美国、日本等发达地区和国家实施耕地质量保护的典型做法和值得借鉴的先进经验,分析了我国在耕地质量保护与提升方面存在的问题,提出了明确农户在耕地质量保护中的主体地位、建立健全市场化的耕地保护机制、加快推进高标准农田标准化建设等推进耕地质量保护与提升的对策建议。
Farm land is the foundation of food security.Small per capita and low overall quality of farm land makes it an urgent task for China to protect and improve the quality of farm land.Developed countries and regions such as the European Union,the United States and Japan have rich experience in the protection of farm land quality,which is worth learning and using for reference by China.The typical practices of farm land quality protection in developed countries and regions were informed in the paper.Problems of crop rotation and balance between farm land occupy and reclamation in China were analyzed.Countermeasures and suggestions for protection of farm land quality were put forward,such as making clear main body of farmers,setting up perfect mechanism of marketable farm land protection,and speeding up construction high level farmland.
