淮海经济区工业能源效率评价及影响因素

摘要 采用超效率SBM模型和Tobit回归模型,探讨淮海经济区工业能源效率的时空特征及影响因素.2005—2020年,淮海经济区工业能源效率总体上呈现波动上升趋势;空间上,工业能源效率高的区域呈现向京沪沿线地区集聚态势,并表现出显著的不稳定性.创新能力、政府调控、产业结构和对外开放对淮海经济区工业能源效率有促进作用且影响程度依次递减,能源结构则有抑制作用;各因素对不同地区影响作用各异.促进产业结构转型,优化能源利用结构,提升能源利用技术创新能力,增强政府调控能力,是促进淮海经济区工业绿色低碳发展的主要路径. Using the super-efficient SBM model and the Tobit regression model,the spatio-temporal characteristics and influencing factors of industrial energy efficiency in Huaihai Economic Zone were discussed.The results showed that the industrial energy efficiency of Huaihai Economic Zone generally presented a fluctuating upward trend from 2005 to 2020.Spatially,the areas with high industrial energy efficiency in the zone appeared a trend of agglomeration along the Beijing-Shanghai line with significant instability.Innovation capacity,government regulation,industrial structure and opening up to the outside world had promoting effects on industrial energy efficiency in the zone and the degrees of influence were downward in turn,while the energy structure had a suppressive effect,and each factor had a different effect on different regions.Promoting the transformation of industrial structure,optimizing the energy utilization structure,improving the ability of energy utilization technology innovation,and enhancing the government s ability to regulate and control were the main ways to promote the green and low-carbon development of industry in the Huaihai Economic Zone.
