摘要 [目的/意义]我国能源需求与能源结构之间的矛盾日益深化,能源智库在能源决策与科技发展中的“外脑”作用日益突显,而我国能源智库存在学科单一、研究能力薄弱、国际影响力低等缺陷,亟需提高能源智库的科技管理与决策水平。借鉴世界大国的知名能源智库的建设经验对我国能源智库发展具有重大意义。[方法 /过程]本文基于对国外知名能源智库的深入研究,对比分析其运行机制与发展特征,提炼出知名能源智库科技管理的先进经验,并立足国情,为中国特色新型能源智库的建设建言献策。[结果 /结论 ]我国能源智库应健全质量控制机制,拓宽资金来源渠道,完善人才流动制度,构建中式“旋转门”,打造“创新引擎”型能源智库;同时,丰富成果传播途径,将新兴技术嵌入能源智库情报工作的全流程中,深度参与全球治理,从而增强能源智库的社会与国际影响力。 [Purpose/significance]The contradiction between Chinese energy demand and energy structure is deepening day by day,and the“external brain”role of energy think tanks in the decision-making of energy and development of science and technology is increasingly prominent.However,Chinese energy think tanks have shortcomings,including single discipline,weak research capacity and low international influence,so it is urgent to improve the science and technology management and decision-making level of energy think tanks.It is of great significance for the development of energy think tanks in China to learn from the construction experience of classic energy think tanks in the world.[Method/process]Based on the in-depth study of foreign classic energy think tanks,this paper analyzes their operation mechanisms and development characteristics,extracts advanced experience of science and technology management from well-known energy think tanks,and makes suggestions for the construction of new energy think tanks with Chinese characteristics in combination with Chinese national conditions.[Result/conclusion]Chinese energy think tanks should improve the quality control mechanism,broaden the channels of capital sources,perfect the system of talent flow,construct the Chinese style“revolving door”,build an“innovation engine”energy think tank,and enrich the dissemination channels of achievements,embed emerging technologies into the whole process of energy think tank intelligence work,participate deeply in global energy governance in order to enhance the social and international influence of energy think tanks.
