摘要
欠发达地区发展产业的过程中,要将资源禀赋优势转化为现实的竞争优势面临着多重风险挑战。本文以赣南脐橙区域公用品牌发展为案例,结合有为政府及政府市场互动理论,分析了政府应对产业成长过程中各类风险的动态过程和一般经验。研究认为,政府在识别产业的潜在比较优势之后,还需要不断面对产业起步成本高、规模化发展动能不足、高质量发展转型困难等各种风险挑战。要应对这些挑战,需要进行持续稳定的政策支持、持续的经验积累及对基层政府有效的激励机制设计。本文对于农业区域公用品牌发展的政策启示在于:第一,加强对特色农业产业持续性政策投入的顶层设计以消除产业发展方向不确定性风险;第二,区域内部要建构竞争与合作双重关系以防范低质化发展风险;第三,政策经验的持续积累以应对产业发展的各类不确定性风险。
In the process of developing industries in the underdeveloped regions,the local governments are faced with multiple risks and challenges in transforming the resource endowment advantages into the real competitive advantages.This paper takes as an example the Gannan Navel Orange,a regional public brand,considering the theories of facilitating state and government market interaction,to analyze the dynamic process and general experience of the government in dealing with various risks in the process of local industrial growth.The case study shows that,after identifying the potential comparative advantages of the industry,the government needs to constantly face various risks and challenges,such as initial start-up costs,large-scale development and high quality development transformation.In order to better meet these challenges,agricultural industrialization and brand development requires stable policy support,continuous experience accumulation and effective incentive mechanism design on the part of the grassroots governments.Firstly,the government needs to strengthen the top-level design of the sustainable policy investment in the characteristic agricultural industries to eliminate the risk of uncertainty in the direction of industrial development.Secondly,the government needs to build a dual relationship between competition and cooperation within the region to prevent low-quality development trap.And thirdly,the continuous accumulation of policy experience can be helpful in dealing with various uncertain risks in the local industrial development.
