跨越弱势群体公共信息“鸿沟”的实现逻辑——基于美国经验的分析 被引量:2

摘要 为保证弱势群体在公共信息服务上享有平等的权利,美国于21世纪初期全面开展弱势群体公共信息服务,并取得了一定的成效。根据弱势群体对公共信息服务的多元化需求和各组织机构的特点,美国弱势群体公共信息服务共覆盖八大领域,并采取PPP、B2C、图书馆主导、社区照料和非营利组织主导等多元服务模式。同时,美国通过完善的政策框架、充足的资金支持和全面覆盖的宽带建设,为其提供稳定的资源支持和法律保障,以确保弱势群体公共信息服务的有序开展。他山之石,可以攻玉,中国可结合自身实际,逐步完善配套的法规体系、建立多元协同服务机制、加快信息技术发展、培育民众“可行性能力”,有效解决服务过程中存在的各种难题,以期推动我国弱势群体公共信息服务的进一步发展。 To ensure that vulnerable groups have equal rights in public information services,the United States carried out public information services for vulnerable groups in an all-round way in the early 21st century and achieved certain results.According to the diverse needs of vulnerable groups for public information service and the characteristics of various organizations,the public information service of vulnerable groups in the United States involves eight fields and adopts five service modes,including PPP,B2C,library-led,community care and non-profit organization-led.Through the sound policy framework,sufficient financial support and comprehensive coverage of broadband construction,it provides stable resource support and legal protection for the development of services,to ensure the orderly development of public information services for vulnerable groups.A stone from another mountain can be used to attack the jade.In order to effectively solve the problems of public information services for disadvantaged groups,China should gradually improve the supporting regulatory system,establish a multi-faceted collaborative service mechanism,accelerate the development of information technology,and cultivate the"feasibility capability"of the public,so as to promote the further development of public information services for vulnerable groups in China.
