总分馆体系下地市级公共图书馆的职能定位与服务提升策略研究

Research on the Function Positioning and Service Improvement Strategies of Local and Municipal Public Libraries under the General-Branch Library System

总分馆制的引进极大促进了我国图书馆事业的蓬勃发展。近年来,我国总分馆建设发展迅速,形成了多元化的总分馆制发展模式。文章以我国地市级总分馆建设的典型实践模式为例,分析了地市级图书馆在“总分馆制”服务体系建设中的角色定位与职能担当,比较了不同模式的优缺点,并提出强化地市级“中心馆”的核心示范地位、提升总分馆服务能力、推进共建共享、建设智慧服务网络等发展策略,以期为我国地市级公共图书馆总分馆制建设提供参考借鉴。

The introduction of the general-branch library system has greatly promoted the vigorous development of libraries in China.In recent years,the construction of general-branch libraries in China has developed rapidly,and diversified development models of general-branch library system have been formed.Taking the typical practice of general-branch library construction in prefecture-level cities in China as an example,the article analyzes the role and function of municipal libraries in the construction of the"general-branch library system",compares the advantages and disadvantages of different models,proposes strategies to strengthen the core demonstration status of the local and municipal libraries as"central libraries",improve the service capacity of general-branch libraries,promote common construction and sharing,and build a smart service network,with a view to providing reference for the construction of other cities and general-branch library system.
