摘要 为更加科学有效地指导航电枢纽工程施工期防洪度汛工作,在现有防洪度汛措施及方案的基础上,针对预警信息不直观、洪水演进不可视、风险分析不全面等问题,通过数据库建设、洪水演进模型构建、洪水演进自定义分析、GIS可视化建设,研发基于GIS的航电枢纽工程施工期智能度汛系统,实现对区域内水文水情数据的地图展示、枢纽处流量预报数据的实时接入、洪水演进过程的直观展示、枢纽工程防洪要素的整体分析及预警信息的及时发布。智能度汛系统的投入使用,可提高汛情预报、预警水平,强化洪水分析及受灾评估能力,增强汛情综合研判及辅助决策能力,有效保障航电枢纽工程施工期的安全建设。 In order to more effectively guide flood control during the construction period of navigation and hydropower junctions, an intelligent flood control system based on GIS is developed with the existing flood control measures and schemes. The system is developed in view of the problems such as the early warning information is not intuitive, the flood evolution is not visible, and the risk analysis is incomplete. Through database development,flood evolution model, user-defined analysis of flood evolution, and GIS visualization, the system can realize the map display of regional hydrological data, real-time access of flow forecast at the junctions, visualization of flood evolution process, integrated analysis of flood control of the junctions and timely release of early warning information. The use of the intelligent flood control system has improved the capacity of flood forecast and early warning. The capability of flood analysis and disaster assessment is strengthened, which can enhance the decision-making based on flood situation. The safety of the junctions can be effectively guaranteed during the construction period.
