“双碳”背景下虚拟电厂的发展研究以及对上海的建议 被引量:3

摘要 在“双碳”目标的推动下,新能源大量发展和并网给电网的安全运行带来压力,虚拟电厂作为一种聚合需求侧能量的技术,有能力参与协调优化电网稳定性,同时协调管理需求侧用能系统。目前,国内外已有多个虚拟电厂实践项目,国外发展较早也已有更多样的商业化模式,国内目前以邀约型为主,但随着电力市场的进一步发展,模式也在向市场化转型。优质资源和关键技术是虚拟电厂发展的基石,而商业模式和市场环境是其发展的动力。上海的峰谷差异较大、峰值持续累计时间又短,虚拟电厂的发展相较于冗余的电力系统建设更具有经济性和有效性。针对上海目前的行业发展情况,提出四条建设性意见。 Driven by the"Double Carbon"goal,the massive development of new energy and grid connection bring pressure to the safe operation of power grid.As a demand-side energy aggregation technology,virtual power plants have the ability to participate in coordinating and optimizing the stability of the power grid,while coordinating and managing the demand side energy consumption system.At present,there are many virtual power plant practice projects at home and abroad,and there are more commercial models developed earlier abroad.At present,the domestic model is mainly invitation based.However,with the further development of the power market,the model is also transforming to marketization.High quality resources and key technologies are the cornerstone of the development of virtual power plants,and the business model and market environment are the driving forces for their development.The difference between peak and valley in Shanghai power grid is large,and the peak duration is short.The development of virtual power plants is more economical and effective than the construction of redundant power systems.The author puts forward four constructive suggestions on the current industry development in Shanghai.
