边疆治理视域下西藏发展与稳定关系研究

发展与稳定是边疆治理的经典叙事,也是西藏工作的中心议题,正确认识和妥善处理两者关系事关西藏长治久安和高质量发展。西藏的发展与稳定问题既具有边疆问题的共同性,也体现出自身的特殊性。“治边稳藏”重要战略思想为研判西藏发展与稳定问题实质和相互作用机理提供了重要方法论指导和根本理论遵循。只有站在党和国家战略全局高度,才能准确辨析两者之间的复杂联系。实践中,需要把改善民生、凝聚人心作为西藏发展和稳定的关键环节,同时把民族工作摆到战略性、全局性高度,引导藏传佛教在西藏发展和稳定中发挥积极作用。
