共同富裕视域中新型农村集体经济发展路径研究——基于浙北P市的调研分析

Research on the Development Path of New Rural Collective Economy from the Perspective of Common Prosperity:Investigation and Analysis Based on City P in Northern Zhejiang

发展新型农村集体经济已被党中央提上重要工作日程,成为“十四五”时期扎实推进农民农村共同富裕的一个重要抓手。文章在界定新型农村集体经济概念及新在何处的基础上,从发挥集体制度优势、缩小城乡收入差距、增加农民财产权益三方面分析其对促进农民农村共同富裕的时代价值。结合浙北P市实践,从共同富裕视角将新型农村集体经济发展路径概括提炼为“飞地”抱团联富型、资产盘活带富型、乡村经营创富型、改革赋能促富型和服务输出奔富型五种类型,分析它们在党建引领、资源盘活、主体参与、收益分配四方面具有的共性特征。立足地方实践探索和实现共同富裕的目标任务,提出新型农村集体经济在集体经济可持续增收、经营风险有效防控、村民增收渠道拓展和低收入群体增收能力提升等方面的思考建议。

The development of the new rural collective economy has been put on the important work agenda by the central government,and has become an important starting point for solidly promoting the common prosperity of farmers in rural areas during the 14th Five Year Plan period.On the basis of defining the concept of the new rural collective economy,this paper analyzes its time value in promoting the common prosperity of farmers in rural areas from three aspects:giving play to the advantages of the collective system,narrowing the income gap between urban and rural areas,and increasing the property rights and interests of farmers.Combined with the practice of City P,from the perspective of common prosperity,the development path of the new rural collective economy is summarized and refined into five types:"the enclave type""the asset revitalization type""the rural operation type""the reform empowerment type"and"the service output type".The common characteristics of the new rural collective economy in the four aspects of Party building leadership,resource revitalization,subject participation and income distribution are analyzed.Based on the local practice to explore and realize the goal and task of common prosperity,this paper puts forward suggestions of the new rural collective economy in terms of sustainable income growth of the collective economy,effective prevention and control of business risks,expansion of income growth channels for villagers and improvement of income growth ability of low-income groups.
