国家级新区高质量发展与数字经济的耦合协调研究——以浦东新区为例

Research on the Coupling Coordination of High-quality Development and Digital Economy in National-level New Areas:A Case Study of Pudong New Area

本文利用熵权法测算了2002—2018年浦东新区高质量发展和数字经济发展指数,并建立耦合协调度模型分析两个系统间的互动状况。结果表明:高质量发展指数在考察期内总体呈上升趋势,年均增长6.68%,就其五项分指标最新(即2018年)的横向比较看,协调发展指数水平最高,绿色发展指数与开放发展指数相对较低;数字经济发展指数在考察期内总体亦呈上升趋势,年均增长14.46%,而从最新的横向比较看,各分项指标值比较接近;灰色关联度分析表明,现阶段数字经济发展整体上促进了浦东高质量发展,其中数字产业化的影响最大,子系统层面上,创新、协调、绿色发展指数与数字产业化的关联度最高,而开放、共享发展指数与数字化平台建设的关联度最高;耦合协调性分析表明,高质量发展和数字经济发展的耦合协调状态自2011年以后逐渐从轻度失调转为初级协调并愈加接近中级协调,其中协调、共享发展与数字经济的耦合势头最为良好,均已达到中级协调;创新、开放次之,即将达到中级协调;而绿色发展与数字经济的耦合相对落后,目前尚在初级协调初期阶段。

This paper uses the entropy weight method to calculate the high-quality development and digital economy development index of Pudong New Area from 2002 to 2018,and establishes a coupling coordination degree model to analyze the interaction status of the elements of the two systems.The research conclusions show that:high-quality development index generally showed an upward trend during the inspection period,with an average annual growth rate of 6.68%.According to the latest horizontal comparison of its five sub-indices,that is,in 2018,the coordinated development index has the highest level,and the green development index and the open development index are relatively low;The digital economy development index also showed an upward trend during the inspection period,with an average annual growth rate of 14.46%.From the latest horizontal comparison,the values of each sub-indicator are relatively close;the gray correlation analysis shows that the current stage of digital economy development as a whole It has promoted the high-quality development of Pudong,of which digital industrialization has the greatest impact.At the subsystem level,innovation,coordination,and green development indices have the highest correlation with digital industrialization,while open and shared development indices have the highest correlation with digital platform construction;Coupling coordination analysis shows that the coupling coordination state of high-quality development and digital economy development has gradually changed from mild imbalance to primary coordination since 2011 and is getting closer to intermediate coordination,among which coordination,shared development and digital economy have the best coupling momentum,all have reached the intermediate level of coordination;the next are innovation and open development,which is about to reach the intermediate level of coordination;and the coupling of green development and the digital economy is relatively backward,and it is still in the primary coordination stage.
