摘要 随着济南市轨道交通规划、在建和运营线路逐步增加,保护区内建设项目呈指数级增加,保护区巡查管理难度越来越大,导致该情况的主要原因是缺乏科学有效判断保护区范围的手段及快速高效的巡查方式。为提高城市轨道交通保护区内的巡查效率及巡查质量,有效对城市轨道交通保护区内的在建项目进行实时性及系统性的管理,文章结合移动互联网、GPS定位技术,研发城市轨道交通保护区巡查系统,实现对保护区巡查作业人员的实时监管、对违规施工的上报管理,为巡查人员在巡查过程中提供安保区红线位置作业指导,对所有在巡查中发现的违规施工进行全生命周期跟踪管理,并归纳整理各类文书和资料,为城市轨道交通保护区内的巡查管理进一步向智能化和高效化发展提供一定助力。 With the gradual increase of rail transit planning, rail transit construction and operating lines in Jinan city, construction projects in the city’s protection areas have increased exponentially, hence increasing the difficulty in the patrol and management of the reserve zone. The main reason for this situation is the lack of scientific and effective judgment on the means to achieve fast and efficient patrol methods in the protection areas. To improve the efficiency and quality of patrols in urban rail transit in protection areas, as well as effectively and systematically manage projects under construction in urban rail transit protection areas in real-time, this article combines Mobile-Internet and GIS positioning technologies to develop urban rail transit protection area patrol systems. The system achieves real-time supervision of the patrol operators in protection areas, the reporting and management of construction violations, provides patrol personnel with operational guidance of the position of warning-lines of the restriction zone during the patrol process, and tracks and manages construction violations discovered across the lifetime of the construction project. The patrol system summarizes and sorts out all types of documents and materials, hence providing a certain degree of reference with regards to the intelligent and efficient patrol management within the urban rail transit protection areas.
