“双减”背景下校外补习教育治理的思考——基于日韩两国“影子教育”政策经验的比较及分析 被引量:3

摘要 被称为“影子教育”的校外补习教育在我国发展迅速,其存在的问题亦不容小觑。国家专项治理实施以来,随着各项新政策的出台,校外补习教育问题是否可以得到合理规制,引发了社会的广泛关注。文章基于日韩两国关于“影子教育”治理的政策分析,剖析两国影子教育市场繁盛的背景因素、整体定位,梳理两国相关政策出台的时间历程和治理方针的差异。通过借鉴日韩两国经验,提出我国在“双减”背景下针对校外补习的治理应注重教育体系的动态平衡、完善政府的监管机制、促进社会共治。 The out-of-school tutorial education,known as“shadow education”,is developing rapidly in China,and its problems should not be underestimated.Since the implementation of national special governance,with the introduction of various new policies,whether the issue of out-of-school tutorial education can be reasonably regulated has aroused widespread concern in society.Based on the policy analysis of“shadow education”governance in Japan and South Korea,this paper analyzes the background factors and overall positioning of the flourishing“shadow education”market in the two countries,and sorts out the differences in the time course and governance policies of the relevant policies in the two countries.By drawing lessons from the experience of Japan and South Korea,this paper puts forward that under the background of“double reduction”,the governance of out-of-school tutoring in China should pay attention to the dynamic balance of the education system,improve the supervision mechanism of the government,and promote social co-governance.
