国外移民教育对我国易地搬迁地区教育的启示

摘要 “上好学”是易地搬迁地区基础教育发展需要解决的重点问题,国外的移民教育经验可以为这一问题的解决提供一些思路。国外的经验主要是:颁布政策法规和增加教育投入,保证移民学生共享教育资源;实施多元文化及双语教育政策,促进移民学生融入学校生活;注重教师教育,以移民教移民;开展家长教育活动,增强移民学生父母的教育能力。这些经验为我国易地搬迁地区基础教育发展提供了有益的启示:一是制定相关政策,完善制度机制;二是实施优先发展战略,保障教育资金投入;三是注重本土教师培养和培训;四是发挥学校、家庭和社区的教育合力,帮助随迁学生融入学校和当地生活。 “Good schooling”is a key problem that needs to be solved in the development of basic education in relocated areas,the foreign experience of immigrant education can provide some ideas for solving this problem.Foreign experiences mainly include:promulgating policies and regulations and increasing education investment to ensure that immigrant students share educational resources;implementing multicultural and bilingual education policies to promote the integration of immigrant students into school life;focusing on teacher education and teaching immigrants by immigrants;and carrying out parent education activities to enhance the educational capacity of parents of immigrant students.These experiences have provided useful enlightenment for the development of basic education in relocated areas in China:to formulate relevant policies and improve institutions and mechanisms;to implement priority development strategies to ensure investment in education;to focus on the cultivation and training of local teacher;to give full play to the educational synergy of schools,families and communities to help migrant students integrate into school and local life.
