国内外乡村公共服务设施配置演变及启示

Evolution and Enlightenment of Rural Public Service Facilities Configuration at Home and Abroad

我国新型城镇化与乡村振兴同步推进,促使乡村公共服务设施逐步成为助推城乡融合、重塑乡村风貌、盘活乡村产业的重要基石。乡村公共服务设施配置存在分布不均、使用率低等问题,导致无法针对城乡关系的迭代更新进行空间和功能的动态调适。通过梳理国内外乡村公共服务设施配置研究的发展演变,从配置理论、方法等方面进行对比分析,发现国内研究存在理论薄弱、方法低效、研究不均衡等问题,对此提出了集成“差异化配置、动态弹性供给、优化计量模型、更新设施类型”的乡村公共服务设施配置新路径。

China’s new urbanization and rural revitalization are advancing simultaneously, making rural public service facilities gradual y become an important cornerstone for boosting urban-rural integration, reshaping rural landscape and revitalizing rural industries. Due to the uneven distribution and low utilization rate of rural public service facilities, it is impossible to dynamically adjust space and function for the iterative renewal of urban-rural relations. By sorting out the evolution of studies on the configuration of rural public service facilities at home and abroad, and making a comparative analysis from the aspects of allocation theories and methods, it is found that there are problems in domestic studies such as weak theories, inefficient methods and unbalanced research, and then a new path of rural public service facility configuration integrating "differential configuration, dynamical and elastic supply, optimizing measurement model, and updating facilities types" is proposed.
