施工总承包项目施工方案“四性”管理

Management of“Four Properties”of Construction Plans about General Contracting Projects

施工方案管理作为项目管理中技术板块重点工作之一,是项目能否顺利实施、平安履约的重要决定因素。论文以中国电建集团湖北工程有限公司所承接的商丘市梁园区第十五中学等四所学校新建项目(以下简称“商丘学校项目”)为例,围绕方案策划、编制与报审、审核与审批、交底、实施与监督等方面,从方案管理的全面性、系统性、针对性、参与性四个维度进行论述,提出并解决了施工总承包管理模式下施工方案管理与传统模式管理不同的四大管理难点,可以为后期类似总承包项目施工方案管理实施提供参考。

As one of the key tasks in the technical section of project management,construction plan management is an important determinant of whether the project can be successfully implemented and the contract can be safely performed.This paper takes the new construction project of four schools including the No.15 Middle School in Liangyuan District of Shangqiu City(hereinafter referred to as“Shangqiu School Project”)undertaken by Power China Hubei Engineering Co.,Ltd.as an example.Approval,disclosure,implementation and supervision are discussed from the four dimensions of comprehensiveness,system artiness,pertinence and participation of program management.The four management difficulties can provide reference and reference for the management and implementation of construction plans for similar general contracting projects in the later stage.
