“我们和其他大学生一样”--挪威残疾人高等融合教育保障机制研究

摘要 发展高等融合教育是保障残疾人享有平等受教育权、推动教育高质量发展的重要路径。从我国残疾人高等教育的发展现状来看,如何建立健全高等融合教育的保障机制是新时期亟待深入探讨的重要话题。挪威高等融合教育经过发展与改革,已形成了较为完善的保障机制。该机制主要聚焦入学前、入学后及毕业后三个阶段为残疾人提供全过程支持,具有面向全民,强调适性教育、营造氛围,宣导包容环境、导向协同,重视多元合作、回归生涯,聚焦转衔服务等基本特点。新时代背景下我国发展高等融合教可从制度保障、宣导服务、质量保障、精准支持和资源整合等方面进一步努力。 The development of higher inclusive education is an important way to ensure the equal rights of persons with disabilities to education and to promote the high-quality development of education.From the perspective of the development status of higher education for persons with disabilities in China,the security mechanism of higher inclusive education for persons with disabilities is an important topic that needs to be discussed in depth in the new era.After development and reform,Norway's higher inclusive education for persons with disabilities has formed a relatively complete security mechanism.The mechanism mainly focuses on providing whole process support for individuals with disabilities in three stages,pre-enrollment,post-enrollment and postgraduation.The mechanism has the following characteristics,which are highlighting universal participation and adaptive education,stressing inclusive atmosphere creation and advocacy,emphasizing interagency collaboration,and focusing on career transition services.The development of China's higher inclusive education in the new era can be further developed from the following aspects:institutional guarantee,advocacy services,quality guarantee,precise support and resource integration and redistribution.
