全面贯彻二十大精神 保障我国粮食运输安全

Fully implement the spirit of the 20th National Congress of the Communist Party of China and ensure the grain transport security in China

“手中有粮,心中不慌”,粮食安全是“国之大者”。党的二十大报告指出,要全方位夯实粮食安全根基,牢牢守住十八亿亩耕地红线。俄乌冲突爆发以来,国际粮食市场受到冲击,主要表现为粮价上升、供给短缺,加速了全球粮食贸易格局重塑。笔者以我国粮食结构性矛盾为切入点,研究了我国粮食进出口的现状,通过对全国海事信息化系统相关数据以及公开数据的分析,得出现阶段粮食运输存在的主要矛盾,并从粮食运输安全的角度提出相关政策建议。

Food in the hand,no panic in the heart.Grain security is the most important issue for a country.The report of the 20th National Congress of the Communist Party of China pointed out that we should consolidate the foundation of grain security in an allround way and frmly hold the red line of 1.8 billion mu of farmland.The international grain market took a hit since the outbreak of the Russian-Ukrainian confict.The rising grain prices and supply shortages have accelerated the reshaping of the global grain trade pattern.Based on the structural contradiction of grain,this paper studies the current situation of grain import and export of China.Through the analysis of public data and data from maritime information systems,the main contradiction of grain transportation is obtained.At the end of the article,The policy recommendations are put forward from the perspective of grain transportation security.
