非法采运砂行为侵害国家资源,危及通航安全和生态安全,扰乱砂石市场秩序且影响社会稳定。笔者从非法采运砂石违法行为背景,分析了船舶实施拆解处置过程的重点以及存在的突出难点问题;从采砂船监管方面和船舶拆解方面,提出拆解处置可行性做法及相关对策建议。

Illegal sand mining and transportation encroach national resources,endanger navigation and ecological safety,disturb sand stone market and social stability.This paper from the background of illegal sand mining and transportation behavior analyse existing key point and difculties of the illegal sand ship recycling,and fnally puts forward some suggestions and possibility solutions from the aspect of the vessel supervise and recycling.
