杭州港船舶污染物接收转运处置能力评估与建议

Assessment and suggestions on the capacity of receiving,transferring and disposal of pollutants from ships in Hangzhou port

《中华人民共和国长江保护法》的实施,对长江经济带船舶和港口污染防治能力提出了新的更高要求。笔者采用电话调研、现场走访、定量分析等方法,梳理了杭州港船舶污染物接收转运处置现状,通过比较船舶污染物现状接收量与现有接收转运处置设施容量,评估了现有设施接收转运处置能力的充足性,并根据调研评估中发现的问题,提出了针对性的建议,以期推动杭州港船舶与港口污染防治工作再上新台阶。

The implementation of the Law of the People’s Republic of China on the Protection of the Yangtze River has put forward new and higher requirements for the prevention and control of pollution from ships and ports in the Yangtze River Economic Zone.In this paper,telephone survey,on-site visits,quantitative analysis and other methods are used to sort out the status quo of the reception,transfer and disposal of pollutants from ships in Hangzhou Port,to assess the adequacy of the reception,transfer and disposal capacity of existing facilities by comparing the status quo of the reception of pollutants from ships with the capacity of existing reception,transfer and disposal facilities,and to put forward suggestions according to the problems found in the investigation and assessment.In order to promote the prevention and control of ship and port pollution in Hangzhou port to a new level.
