2022年冬奥会背景下上海市冰雪运动政策特征与优化策略

Policy Characteristics and Optimization Strategies of Ice and Snow Sports in Shanghai under the Background of 2022 Winter Olympics

随着“三亿人参与冰雪运动”的目标实现,上海作为“南展西扩东进”战略辐射的重要地区,起着“树典型”的作用。该文运用NVivo质性分析软件,对2022年冬奥会背景下上海市促进冰雪运动的体育政策进行分析,认为上海市在推动冰雪产业发展的政策工具中以环境型、供给型为主,以需求型为辅,同时进一步提出冰雪政策持续发力,推动产业延续性,延续科技冬奥,加大冰雪科技研发等四点优化策略。

With the realization of the goal of "300 million people on ice and snow", Shanghai, as an important area of strategic radiation of "expanding south, expanding west, expanding east", plays a role of "setting example". In this paper, NVivo qualitative analysis software is used to to analyze the sports policy of Shanghai to promote snow and ice sports under the background of the 2022 Winter Olympics. It is believed that the policy tools of Shanghai to promote the development of the snow and ice industry are mainly environmental and supply based, supplemented by demand based. At the same time, four optimization strategies are further proposed, including "continuous efforts of snow and ice policies to promote industrial continuity", "continuing the winter Olympics in science and technology, and increasing the research and development of snow and ice technology".
