摘要
为了提高配电改造项目安全管理水平,本文结合配电改造项目特点,对施工过程中的安全影响因素进行归类,将其按照制度管理、安全计划、施工人员、环境影响、安全监督5个方面进行划分,构建了相应的指标体系,对配电改造项目施工安全管理进行系统评价;同时,采用Shapley值法确定指标权重,解决了非独立性指标间交互作用对最终评价结果的影响;构建了基于Shapley值赋权法的模糊综合评价模型,运用该模型对某拟改造配电项目进行了验证,并根据评价结果,针对评价指标,提出了对应的安全管理改进措施,证明了模型的可运用性和有效性。
In order to improve the safety management level of power distribution reconstruction project,in this paper,combining with the characteristics of power distribution reconstruction project,the security influencing factors in the construction process are divided into such five areas as institutional management,security plan,constructor,environmental impact,security supervision,and the evaluation index system is established to conduct system evaluation of security management for distribution reconstruction project.Meanwhile,the index weights are determined by Shapley method to solve the influence of the interaction between non-independent indicators on the final evaluation results.An evaluation model based on Shapley method and fuzzy evaluation is established,and a power distribution reconstruction project is verified using the model.The improvement measures are put forward based on the verification results,and the handleability and validity of the model is verified.
