乡村振兴战略背景下乡村教师要素配置政策研究 被引量:10

摘要 乡村教师是提升乡村教育质量,开发乡村人力资本,助力乡村振兴的中坚力量。当前,乡村学校教师要素配置在数量配给、专业对口与质量均衡方面存在着矛盾,制约着乡村教育质量提升,掣肘着乡村人力资本有效开发,难以助力乡村振兴战略实施。为了回应现实需求,乡村教师要素配置在政策设计上已做出了相应调整,增量需求虽纳入编制配置标准,但政策改进仍需系统性突破;教师专业对口配置项目虽已出台,但配套性改革滞后;优质师资均衡配置政策虽有关照,但实质效果不显著。因此,需要系统性变革,建立与学校运转相契合的教师编制制度;协同性推进,健全提升学校教师专业对口率配置的举措;精准化设计,建构校际间有质量师资均衡配置的导向机制。 Rural teachers are the backbone to improve the quality of rural education,develop rural human capital and help rural revitalization.At present,there are contradictions in the allocation of factors of rural school teachers in terms of quantity rationing,professional matching and quality balance,which affect the quality improvement of rural education,hinder the effective development of rural human capital,and are difficult to help the implementation of rural revitalization strategy.In order to respond to the practical needs,rural teachers’factor allocation has made corresponding adjustments in policy design.Although the incremental demand is included in the establishment and allocation standards,the policy improvement still needs a systematic breakthrough.Although the project of teacher professional matching has been introduced,the reform of matching lags behind.Although the policy of balanced allocation of high-quality teachers is concerned,its actual effect is not significant.Therefore,it is necessary to make a systematic reform and establish a teacher staffing system which is compatible with the school operation.Coordinated promotion to improve the allocation of professional matching rate of school teachers;Accurate design,construct inter-school guidance mechanism with balanced allocation of quality teachers.
