This paper states the disadvantages of traditional construction management and the value of the whole process of engineering consulting service.Taking Shandong province as an example,this paper analyzes the advantages of developing the whole process engineering consultation of water resources projects,triggers some thoughts on the existing situation and puts forward some suggestions,with the expectation to provide reference for the development of the whole process engineering consultation of water resources projects.
