数字技术融入既有治理体系的进程不是一个单纯的技术性过程,而是涉及复杂的系统制度设计与观念调整。结合当前上海创新社会治理、加强基层建设的整体改革步伐,着眼于进一步提升城市治理科学化、精细化、智能化水平的战略目标,应构建多方参与、激励兼容的数据共享与开发模式;优化数字化生态体系,促进数据生产与数据使用的有机统一;依托自治共治,推动紧贴需求的数字化应用场景开发机制创新;构建城市基层社会治理成效的数字化评价体系。

The process of integrating digital technology into the established governance system is not a purely technical process,but involves complex systemic system design and conceptual adjustment.Combined with the current overall reform pace of Shanghai to innovate social governance and strengthen grassroots construction,and focusing on the strategic goal of further improving the scientific,refined and intelligent level of urban governance,we should build a data sharing and development model with multi-participation and compatible incentives;optimize the digital ecosystem and promote the organic unity of data production and data use;relying on self-governance,promote innovation in the development mechanism of digital application scenarios that are close to demand;build a digital evaluation system for the effectiveness of urban grassroots social governance.
