摘要
应急管理要向信息化转型,必须将大数据应用广泛贯穿于应急管理全过程。在事前预防中,建立有效的预测模拟模型,整合全方位多灾种的灾害信息数据库,提前做好灾害预案。在事发决策中,依靠统计数学、大数据、人工智能等分析方法,进行数据的挖掘分析与价值转化,实现智能化决策。在事中处置上,将公共大数据的整合共享应用于信息化平台,实现各级政府、各部门、各系统、各业务之间的数据互联互通,提升公共数据资源的共享和统筹能力。
To transform emergency management to informationization,big data application must be widely used throughout the whole process of emergency management.In pre-event prevention,we should establish effective prediction and simulation models,integrate all-round multi-hazard disaster information database,and make disaster plans in advance.In the decision making,we should rely on statistical mathematics,big data,artificial intelligence and other analysis methods,to have data mining analysis and value transformation,and to achieve intelligent decision-making.In incidental disposal,the integration and sharing of public big data is applied to the information platform to realize data interconnection and interoperability among governments,departments,systems and businesses at all levels,and to enhance the sharing and coordination capability of public data resources.
