产城融合型开发区土地集约利用评价及障碍因子诊断--以鹤壁经济技术开发区为例 被引量:2

On Evaluation and Obstacle Factor Diagnosis of Intensive Land Use in City-industry Integration Development Zone:A Case Study of Hebi Economic and Technological Development Zone

摘要 为探究产城融合型城市开发区土地集约利用水平,本文以鹤壁经济技术开发区为例,首先,运用PSR模型,定量评价鹤壁经济技术开发区2014-2020年土地集约利用水平,研判其综合情况以及各子系统变化情况;然后,运用协调度模型,分析系统以及系统内部各子系统之间的协调情况;最后,运用障碍度模型,诊断影响鹤壁经济技术开发区土地集约利用的障碍因子。结果表明,(1)2014-2020年鹤壁经济技术开发区土地集约利用综合指数从0.097 8增长到0.224 2,整体呈上升态势,稳中趋好;各子系统层面,压力层与响应层呈上升态势,土地压力系统由0.075 8增长到0.093 9,土地响应系统由0增长到0.026 2,土地状态系统先上升后趋于稳定,总体上由0.021 9增长到0.104 1。(2)系统的障碍度中,压力层障碍度最高,其次为状态层,响应层最低,各指标对土地集约利用的影响总体上可分为两个阶段,第一阶段(2014-2016年)以人口密度影响为主,第二阶段(2017-2020年)以建设用地增长率为主。(3)鹤壁经济技术开发区土地集约利用水平不断提高。由于开发区内土地基本全部供应,尚可供应土地面积较少,导致建设用地增长率成为影响土地集约利用的主要因素,因此可考虑促进土地纵向发展,推进开发区内用地置换,盘活存量土地资源。 To explore the level of intensive land use in the urban city-industry integration development zone,this paper took Hebi Economic and Technological Development Zone(HETDZ) as an example.Firstly,the PSR model was used to quantitatively evaluate the level of intensive land use in HETDZ from 2014 to 2020,and judge its comprehensive situation and the changes of each subsystem;then,the coordination degree model was employed to analyze the coordination between the system and the subsystems within the system;finally,the obstacle degree model was adopted to diagnose the factors affecting the intensive land use in HETDZ. The results were shown as follows:(1) The comprehensive index of land intensive utilization in HETDZ increased from 0.0978 to 0.2242 from 2014 to 2020,with an overall rising trend and a steady improvement. At the level of each subsystem,the pressure layer and response layer showed an increasing trend. The land pressure system increased from 0.0758 to 0.0939,and the land response system increased from 0 to 0.0262. The land state system firstly increased and then tended to a stable state,generally growing from 0.0219 to 0.1041.(2) In terms of the obstacle degree of the system,the pressure layer had the highest obstacle degree,followed by the state layer,and the response layer had the lowest,the influence of each indicator on land intensive utilization could be divided into two stages in general. The first stage(2014-2016) was dominated by the influence of population density,and the second stage(2017-2020) was dominated by the growth rate of construction land.(3) The level of intensive land use in HETDZ had been improving. Since all the land in the development zone was basically supplied and the area of land still available was small,thus the growth rate of construction land became the main factor affecting the intensive use of land. Therefore,consideration could be given to advance the vertical development of land,promote the replacement of land in the development zone and revitalize the stock of land resources.
