基于耦合协调度模型的河南省建设用地双控研究

摘要 运用均方差决策法、耦合协调度模型等方法,分析河南省建设用地总量与强度的耦合协调特征,探讨建设用地双控实施路径及管控策略。结果表明,(1)2007-2017年河南省建设用地面积增加了46.68×10^(4)hm^(2),各地市建设用地总量呈稳定增长态势;建设用地强度不断提升,各地市建设用地强度差距明显。(2)河南省建设用地总量与强度耦合度较高,2007-2017年间部分地市出现波动;协调度水平整体较低,呈现南北分异特征,协调水平随着社会经济的发展不断提升。(3)基于建设用地耦合协调度,结合建设用地总量和强度特征,将河南省划分为四类双控分区,并提出针对性、差异化的管控策略,为建设用地双控政策的制定和实施提供参考。 With the help of mean square deviation decision-making method and coupling coordination degree model,this paper analyzed the coupling coordination characteristics of the total amount and intensity of construction land in Henan province,and discussed the implementation path and control strategies of dual control of construction land. The results were shown as follows:(1) the scale of construction land in Henan province increased by 46.68×10^(4) hm^(2) from 2007 to 2017,and the total amount of construction land in various cities kept increasing steadily;the intensity of construction land had been growing with an obvious gap in the intensity of construction land in various cities;(2) the coupling degree between the total amount and intensity of construction land in Henan province was high,which displayed a fluctuating trend from 2007 to 2017 in some cities;the overall coupling coordination level remained low,showing the characteristics of north-south differentiation. The coordination level continued to improve with the social and economic development. Considering the total amount and intensity of construction land,Henan province was divided into four types of dual control zones on the basis of coupling coordination of construction land,and targeted and differentiated control strategies were put forward to provide a reference for the formulation and implementation of dual control strategies of construction land.
