在新时代,中国完善了知识产权制度,通过法治化手段为技术创新提供了制度保障。进入“十四五”建设阶段后,中国以高质量发展为主题,牵引各行业企业加大了知识产权创新方面的投资比重。煤化工产业作为国民经济中的重要支柱产业,积极响应产业政策与知识产权制度,突出了技术创新作为煤化工产业升级的助推器作用。文章概述了煤化工产业升级的必要性,剖析了煤化工企业产业升级需求,以此为基础分别从发挥市场机制、引入信息技术、创新知识产权三个层面,提出有利于促进煤化工产业技术升级的诸项创新措施。

In the new era, China has improved the intellectual property system and provided an institutional guarantee for technological innovation through the rule oflaw.After entering the 14th Five-Year Plan period, China has taken high-quality development as the theme, and has led enterprises in various industries to increase the proportion ofinvestment in intellectual property innovation. As one of the important pillar industries in the national economy, the coal chemical industry actively responds to the industrial policy and intellectual property system, highlighting the role of technological innovation as the booster of the coal chemical industry upgrading. From this point, the necessity of coal chemical industry upgrading and analyzes the demand of coal chemical enterprises. Based on this, several technological innovation measures conducive to promoting the upgrading of the coal chemical industry are put forward from three aspects: giving full play to the market mechanism, introducing information technology and innovating intellectual property rights.
