精细化工环保设施安全生产事故原因及监管对策

Simple Analysis of Safety Production Accident Causes and Regulatory Countermeasures of the Environmental Protection Facilities in Fine Chemical Industry

化工行业是重要的国民经济增长点,同时也是事故多发易发的高危领域。近两年来,化工行业总体安全生产势态趋于向好,行业事故与死亡人数持续减少;但化工行业尤其是精细化工领域环保设施安全事故频发,造成人员伤亡或经济损失。文章以近期某精细化工企业废水车间爆炸事故为例,对精细化工行业环保设施安全监管存在的问题进行总结,分析原因并提出监管对策。

The chemical industry is an important growth point of the national economy, but also a high-risk field prone to accidents.In the past two years, the overall situation of safety production in the chemical industry tends to be more positive and the number of accidents and deaths in the industry continues to decrease. But the chemical industry, especially the fine chemical industry, the safety accidents of the environmental protection facilities occur frequently, causing a large number of casualties and economic losses. Taking the recent explosion accident in wastewater workshop of a fine chemical enterprise as an example, this paper summarizes the problems existing in the safety supervision of environmental protection facilities in the fine chemical industry,analyzes the reasons and puts forward regulatory countermeasures.
