现行边境通行证制度发展与创新路径研究

Research on the Development and Innovation Path of the Current Border Pass System

边境管理区通行证制度是我国边境通行管理制度的重要组成部分。边境通行证作为公民出入边境管理区的凭证,在维护边境秩序、保障地区安全稳定、为边境地区治理提供信息支持方面发挥着重要作用。但随着经济社会的不断发展,现行边境通行证管理中管理规定滞后、证件申请与签发机制乱象、办理查验程序复杂且时有疏漏的现状已不适应当前我国移民管理实践的需要。为化解现行通行证制度面临的瓶颈,需加强边境管理系统信息化建设、简化证件申请签发核验程序、加强移民警察业务能力培训、明晰管理责任主体、依法打击违规办证行为等。

The pass system of border management districts is an important part of China's border management.As a permit for citizens to enter and exit the border management area,it plays an important role in maintaining border order,guaranteeing regional security and stability,and providing intellectual support for border area governance.However,with the continuous development of the social economy,the realities of the lag in the management measures in the current management mechanism,the chaos in the application and issuance mechanism,and the complicated procedures for handling and inspection have not been adapted to the needs of current immigration management practices.In order to solve the bottleneck problem faced by the current pass permit system,it is proposed to strengthen the information construction of the border management system,simplify the procedures for the verification and issuance of pass permits,carry out the professional ability training of the police responsible for immigration work,clarify the management responsibility,and crack down on illegal incidents as innovative paths for border pass permit management.
